Member for North Hackney, I beg to ask the Postmaster General whether there is any, and, if so, what, Departmental Rule which forbids Post Office cmployés to approach the House of Commons directly, or to sign a Petition to the House, with reference to any grievance, after having unsuccessfully petitioned the Postmaster General in reference thereto?
