I beg to ask the Secretary to the Admiralty whether the instructions, under which the officers commanding Her Majesty's ships on the coast of Newfoundland are now acting, can be made public; and whether the Naval Estimates are charged with the costs of printing executed for them in Newfoundland, or whether such charges are borne on the Colonial Vote?

In the opinion of the Board of Admiralty it would be inexpedient to publish the instructions to the naval officers on the coast of Newfoundland. No expenses for printing in Newfoundland have been charged to Navy Votes. I presume that any such outlay would fall on other funds.
