I beg to ask the Secretary for Scotland whether, in conjunction with the Vice President of the Council, they would consider the expediency of introducing into the Education Code a compulsory course of swimming lessons between the ages of 10 and 14, and thus prevent in a short time the loss of many lives from bathing and other causes?

I am prepared, when the Code is next under revision, to make such change as will permit of instruction in swimming being recognised as an alternative to military drill, and to count as a school attendance.
