Motion made, and Question proposed "That the Bill be now read a second time."

THE PRESIDENT OF THE BOARD OF TRADE (Mr. MUNDELLA,) Sheffield, Brightside

I ask the House to agree to the Second Reading of this Bill, which I believe would be of immense service at the present moment. Communications have reached me from persons connected with the present colliery dispute that if we could only refer it to some Court it would do an immense service. I hope, therefore, that hon. Members opposite will allow the Bill to be read a second time. I am prepared to send it with other measures on the same subject to the Grand Committee, and I believe that in one day the whole subject can be threshed out.

asked that a day should be given for the discussion of the measure, as it was of so much importance to the working classes.

MR. MUNDELLA

It is impossible at this period of the Session that a day could be given to the Bill.
