I beg to ask the Under Secretary of State for Indian whether his attention has been called to a paragraph in India for this month, in which it is stated that Private John Rugby kicked an Indian punkah coolie to death, and was fined Rs.100. Guard Price was accused of outraging the modesty of an Indian Rajput woman, and was acquitted, although the Judge trying the case admitted having charged the jury in one direction, that is, with a strong bias for the accused; and whether he will make inquiries into the circumstances of these cases?

The Secretary of State has seen this paragraph. As regards the first case, he will make inquiry. As regards the second, he is informed that there is no ground on which the decision of the Court can be questioned.
