SIR R. WEBSTER,in moving that the Order be discharged, said he much re- 1861 gretted that, owing to public duties, he had been unable to press the measure forward this Session, as he thought there was urgent need for the amendment of the law. He hoped that the Home Secretary might take up the Bill, but, if not, he himself trusted that be would be able to bring it forward himself next Session.
