In the absence of my right hon. Friend the Member for North-East Manchester, I beg to ask the First Lord of the Treasury whether he will cause the Second Reading of the Madras and Bombay Armies Bill to be moved at an hour when it can be duly discussed?

This Bill has the support not only of the Government, but of an extraordinary amount—in fact, of the mass—of Indian authority, and I certainly think it will not require detailed discussion in the House. I hope the Government may get it through in that time of the evening when Bills are allowed to be advanced which do not involve any serious difference of opinion. It will be inconvenient to set aside the Irish Government Bill or Supply in order to take this Bill at an earlier hour.
