I beg to ask the Secretary for Scotland whether he has seen a circular dated 1st August, 1893, intimating the establishment of a law firm in Edinburgh, under the title of Campbell, Martin, and Boswell; whether P. W. Campbell, who signs the circular, was recently appointed principal clerk to the Second Division of the Court of Session; and whether it is permissible for a salaried official of the Court of Session to continue acting as legal adviser to persons whose cases come before that Court for decision?

Until the hon. Member was good enough to send it me, I had not seen the circular referred to in the question, but in regard to the latter portion of that question I can assure the hon. Member that Mr. Campbell was appointed to his present office upon the distinct understanding that he was to abstain from all Court practice.
