I beg to ask the Postmaster General whether he is aware that a large number of Members of the House of Commons have recently received an anonymous communication concerning the Welsh Local Veto Bill, in unstamped letters; whether Her Majesty's Government authorised this method of supporting their views; and whether he will take the necessary steps for stopping a repetition of it?

I have no information on the subject referred to by the hon. Member, but I may say that sending an unstamped letter through the post is not an offence under the Post Office Acts. It is always open to the addressee to refuse to receive it, or return it unopened to the postman.
