I beg to ask the President of the Board of Trade if he has received any communications from shipowners with reference to the proposed alterations of the rule of the road at sea: and, if so, whether such communications are in favour of or against the alterations in Articles 21 and 28?

Communications have been received from certain shipowners and associations against the alterations in the Articles named. These will be carefully considered, together with any others which may be received during the period of three months from the opening of the Session, for which the rules in draft will remain on the Table of the House.
