I ask for leave to introduce a Bill to make provision for conciliation and arbitration in labour disputes.

I would ask you, Mr. Speaker, whether the objection is in Order. On several occasions last Session, I objected to the introduction of Bills on the part of the Government, and I was always ruled out of Order.

The hon. Member is mistaken. He is probably referring to some Bill which came down from the Lords.

MR. BARTLEY (Islington, N.)

said, there was no difference between this Bill and the one next on the Paper—the Scotch Suspensory Bill—which was also put down for introduction. They were both highly contentious, and if one was allowed to be introduced without a word the other might be.
