LABOUCHEREI beg to ask the Financial Secretary to the War Office whether a lease has as yet been executed by the Commissioners of Woods and Forests to the Secretary of State for War, of the proposed site for the rifle range in the New Forest; and, if not, whether he will undertake that no such lease shall be executed or bye-laws issued until Parliament shall have the opportunity of expressing its opinion on the Report of Mr. Pelham as to the proposed site for the rifle range?
