I beg to ask the Under Secretary of State for Foreign Affairs if it is correct, as published in the Times newspaper of 23rd May, 1892, and dated Antananarivo, Madagascar, 30th April, 1892— It is reported, amongst the higher Malagasy officials, that the Hova Government intend to abrogate the Anglo-Malagasy Treaty, if Britain allows France to exercise jurisdiction over British subjects, that the interest on French loans is unpaid"; and if he will lay Papers on the subject before the House?
