Gentleman the Lord Advocate a question of which I have given him private notice—namely, whether he is able to say if the sums payable to Parochial Boards under the Education and Local Taxation Belief (Scotland) Bill will be paid during the current financial year, and on what basis, whether on population or on valuation, or both?

Friend's question, I cannot say more than that if the Bill passes in its present shape the basis of distribution will be both population and valuation, as they shall be ascertained by the Secretary for Scotland; and as regards the first point, any sum that may be allocated to Parochial Boards will be paid as soon as possible after the receipt of the moneys by the Secretary for Scotland; but that may not necessarily be so early as the close of the present financial year.
