BRUNNERI beg to ask the Vice President of the Committee of Council on Education whether he will this Session re-introduce the Deaf and Dumb Children Education Bill; and whether, in view of the fact that dumb children can be taught to speak, he will change the title of the Bill, so as not to perpetuate the notion that deaf children are necessarily dumb?

Member's knowledge of the Bill does not appear to extend so far as its title, or he would be aware that for the last two Sessions it has been described as the Elementary Education (Blind and Deaf) Bill. I believe it is the intention of the Lord 977 President to introduce the Bill in another place at an early date, if there is a probability of time being found to pass it through the House of Commons.
