New Clause— (Assessments for cost of building or rebuilding bridges.) So much of sub-section (2) (c) of section sixteen of 'The Local Government (Scotland) Act, 1889,' as provides that the cost of constructing or rebuilding bridges shall be provided for in the same manner as the cost of maintenance of existing bridges, is hereby repealed, and in lieu thereof it is enacted as follows: Any assessment leviable under section fifty-eight of 'The Roads and Bridges (Scotland) Act, 1878,' for the construction or rebuilding of a bridge may be imposed and levied as the County Council may determine, either on the county (subject to the provisions as to insular districts contained in the said section) or on the district or districts within which such bridge is situate or partly situated, or partly on the county and partly on such district or districts, and such assessment shall be paid one-half by the proprietor and the other half by the tenant or occupier of the lands and heritages on which the same shall be imposed: Provided that nothing in 'The Local Government (Scotland) Act, 1889,' or in this Act, shall prejudice the power of borrowing for the purposes of such construction or rebuilding conferred by section fifty-eight of 'The Roads and Bridges (Scotland) Act, 1878,' but any assessment in respect of such borrowing may be imposed and shall be payable as in this section before mentioned,"—(Mr. Esslemont,) —brought up, read the first and second time, and added to the Bill.
