I beg to ask the Vice President of the Committee of Council on Education, with regard to the purchase of Messrs. Cassell's National Library, or some such library, by the school managers in villages where no library exists, and the great importance of having some lending library in such rural districts, whether he will take steps to make it obligatory on school managers to avail themselves of the permission he has given them to purchase such libraries in such cases?

No, Sir, it would be entirely outside the province of the Department to take any such steps as those suggested by the hon. Member, although we may do our best to popularise a movement such as that he refers to in his question.
