MR. P. O'BRIENI beg to ask the Secretary of State for the Home Department whether he will allow an independent medical expert to examine Dr. Gallagher, a prisoner in Portland Prison, as to his sanity, if the expense of such examination is borne by Dr. Gallagher's friends?
