FERGUSSONThe appointment of Army Reserve men to the Post Office Service will not prevent or delay the promotion of telegraph messengers or others who entered the Service of the Post Office before the date of the Order for the employment of Reserve 1689 men, and who were led in any way to expect promotion. The instructions issued on the subject make sufficient provision against injury to their prospects.
