§ THE PRESIDENT OF THE LOCAL GOVERNMENT BOARD (Mr. RITCHIE,) Tower Hamlets, St. George'sI have had the Report of the Royal Commission on Market Rights and Tolls under my consideration. The recommendations of the Commissioners have reference to questions of great importance, and with respect to which there was amongst the Commissioners themselves considerable difference of opinion. I cannot give any undertaking that the Government will be in a position to propose legislation on the subject during the present Session.
