§ MR. HENEAGE (Great Grimsby)This Bill has the support, I believe, of every Member who knows the conditions 852 of life among the fishermen at our fishing ports. The names of Members on either side of the Mouse are on the back of the Bill, and I hope no objection will be taken to the Second Reading now. There is no infringement of the Ballot in the provisions of the Bill. At the present moment seamen and fishermen are almost wholly disfranchised, and when an election takes place, few of their class are able to exercise a voice in the election of their Member.
