§ MR. A. J. BALFOURIn answer to the hon. Member, I have to say that I hope it will not be necessary to cut short the ordinary Business in order to carry on that discussion. From what the Vice President of the Council tells me, I believe we can go a great way to meet the views of hon. Members in regard to the propriety of remitting the Draft Charter for re-consideration. I think we shall be able to make a statement on the subject on Thursday.
