BALFOUR,) Manchester, E.I understand the names have been submitted by the Labour Commissioners to the Home Office, and that they have approved of the appointment of certain lady Sub-Commissioners. None of the Sub-Commissioners who have been selected represent any particular district, but one is an Irish woman, with a knowledge of Irish industries.
