CLARKI beg to ask the Lord Advocate if he will explain why, in view of the Minute of the Secretary for Scotland of 7th February, 1890, regulating the organisation of the office of the General Register of Sasines, which was based or, the Report of an inquiry instituted in answer to representations made in this House on behalf of the clerks, the two vacancies in the first class, one of these dating from October, 1891, are not filled up, although there are fifty clerks, some of whom have been in the Service over twenty years, in the second class to select from for these posts?

PEARSONIt is impossible within the limits of an answer to give in detail the reasons why the two vacancies referred to have not yet been filled Many alterations by way of promotion have taken place since the date of the Minute of the Secretary for Scotland, and it is expected that the vacancies now existing will shortly be filled up.
