§ MR. MATTHEWSThe police instructions provide generally for carrying out the Acts relating to public carriages, and the Orders of the Secretary of State made under those Acts. By an Order of the Secretary of State, dated 10th March, 1871, the police are enabled to summon drivers of cabs for plying for hire elsewhere than at some standing or place appointed for that purpose, or for causing obstruction by loitering or wilful misbehaviour.
