§ (5.52.) DR. CLARK (Caithness)I beg to move to report Progress. This, I think, would be a good opportunity for getting rid of a charge upon the Imperial Revenue for a purely local purpose in London. If we postpone the clause we may amend it, and confer jurisdiction upon the County Council so far as inspection is concerned.

§ SIR WILLIAM HARCOURTI hope my hon. Friend will not persist in his Motion. He suggests a large question; and in the principle I am disposed to agree with him, but I do not think it can be raised now.
