Resolved, That it is expedient to authorise (a) the issue out of the Consolidated Fund of such sums, not exceeding in the whole £1,000,000, as may be required for the purposes of the Telegraph Acts, 1863 to 1889, and of any Act of the present Session to make further provision respecting Telegraphs: and (b) the creation of terminable annuities, for providing such sums, payable out of moneys to be provided by Parliament for the service of the Post Office, and, if those moneys are insufficient, out of the Consolidated Fund.—(Sir James Fergusson.)

May I ask whether if the Bill, which has been referred to a Select Committee, is not passed, any of the money will be required?
