I beg to ask the Under Secretary of State for the Colonies whether any reply has been received by the Secretary of State for the Colonies to the suggestion in his telegram of 9th May to Sir H. Norman— I trust that your Government will not object to short delay before issuing licences under new Act until I can receive and consider the measure and the safeguards with which it is doubtless surrounded"; and, if so, what is the nature of the reply?

No reply has been received, but the new Regulations, as far as can be judged from the telegraphic summary, appear to be satisfactory, and therefore it is not thought necessary to press the point. The text of the Regulations will shortly reach this country.
