May I ask you a question, Mr. Speaker, on a point of Order? A Provisional Order Bill was on the Paper yesterday, with a Notice of opposition to it, and I was informed by the agents for the Bill that it would be taken to-day, and I came down to speak upon it. Now, however, I find that the Bill was taken yesterday, and passed.

What Bill does the hon. Gentleman refer to?

Provisional Order Bill, No. 15.

I may explain that the Bill was on the Order Paper yesterday with a Notice of opposition to it; but when the Order was called no hon. Member offered opposition, and so the Bill was treated in the usual way.

No Member being here to oppose the Bill it was proceeded with.
