§ DR. TANNERThis is a measure calculated to take away from the House certain privileges in connection with this Order, and we have had no explanation of the Bill. One or two of my hon. Friends who have just left the House asked me to try and get the Bill postponed in order that an explanation of it might be given. I therefore move to report Progress.

§ THE FIRST LORD OF THE TREASURY (Mr. A. J. BALFOUR,) Manchester, E.I confess I did not know that there was any opposition to this Bill; but if the hon. Gentleman assures me that any large section of Members desires to discuss the Bill in Committee, 684 I will agree to his Motion to report Progress.
§ DR. TANNERA very large section. Several of my hon. Friends have recently left the House, not knowing that the Government were going through all these Bills in this way.
