I hope the House will allow this Bill to be read a second time. It simply gives a right of appeal from the decision of a Court of Summary Jurisdiction to the country districts, the same as now obtains in the Metropolitan Police District.

We are entitled to know what this Bill is; because, if it is good for England, we shall want it extended to Ireland.
