I beg to ask the First Lord of the Admiralty if in Her Majesty's Dockyards he proposes the construction of stanchions and chains, or any other arrangement, along the quays, to safeguard life from accidents in the event of fogs, as recommended by the President of the Board of Trade to the Joint Committee of the London and St. Katharine, the East and West India, the Victoria and Albert, and the Tilbury Docks?

All the Admiralty docks and quays are as a rule protected by stanchions and chains; but, as it is possible that in a few cases there may be some omission, I have called for a Report from the different naval yards.
