In moving the Second Reading of this Bill, I need only say that it is the same Bill which has been before the House in a previous Session, and its object is to restore the Act passed some years ago to the state in which, as a Bill, it left this House, alterations being made in the House of Lords.

Motion made, and Question proposed, "That the Bill be now read a second time."

I can hardly agree with the hon. Member in the description he has given of this Bill as one that has been, so far as I know, before the House on a previous occasion in its present shape. I rather think there is a clause in it which has not appeared before——

However that may be, this is a matter of great importance to the community in Scotland, for it is a proposal to alter what is regarded as a settlement of the question embodied in the Act of 1887——
