HC Deb 11 August 1892 vol 7 cc327-8
MR. TIMOTHY HEALY (Louth, N.)

I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether Mr. Olphert has been appointed Resident Magistrate in the room of Mr. Cecil Roche, appointed Fishery Commissioner?

*THE CHIEF SECRETARY FOR IRELAND (Mr. W. L. JACKSON, Leeds, N.)

I am informed that the Lord Lieutenant has made the appointment referred to, and that it was duly published in the Dublin Gazette on the 9th instant.

MR. HEALY

Was Mr. Olphert appointed in the room of Mr. Cecil Roche, and was he not agent to his father on whose estate extensive evictions took place?

*MR. JACKSON

I am afraid I cannot give an answer as to whether he was appointed in the place of Mr. Cecil Roche. There were two vacancies, and it is impossible for me to say, therefore, whose place he fills. I understand Mr. Olphert is the son of a landowner.

MR. HEALY

Upon whose recommendation was Mr. Olphert appointed, and is he a gentleman whose legal knowledge is considered satisfactory?

*MR. JACKSON

I think there can be no doubt on that point. I understand he is a gentleman who has a very good standing at the Bar, that he has conducted legal business for the Government, and that he is in every way qualified for the position.

MR. HEALY

Who recommended him?

[No answer was given.]
