I beg to ask the Under Secretary of State for Foreign Affairs whether his attention has been called to a telegram from San Diego, California, which appeared in the New York Herald of the 24th March, stating that there was a scheme on the part of Great Britain to secure the harbour of San Quintin for a coaling station, and that the Mexican International Company was being used as a cloak for the same; and whether there is any truth in these allegations?

My attention has been called to the telegram in question. There is no truth whatever in either of the specific allegations referred to in the hon. Member's question.
