I beg to ask the Postmaster General whether, on 5th February, the Lords of the Treasury sanctioned an increase of 49 first class sorters in the Circulation Department, and whether the sanction was dated 23rd January; whether a large number of second class sorters have been performing first class duties since the above was issued; and whether any appointments to the first class have been made; and, if so, how many?

The answer to the first two paragraphs is, Yes. No appointments to the 49 vacancies have yet been made, but they are under consideration.
