I hope the House will allow this Bill to be read a second time. Its only object is to authorise County and Borough Councils to enter into agreement with the lord of the manor for the purchase of the franchise of weights and measures, thus avoiding duplication of authority. I have received very urgent representations in favour of the Bill in reference to the Manor of Wakefield from the West Riding of Yorkshire. I hope we may be allowed to take the Second Reading.

The right hon. Baronet will have ample time to proceed with the Bill as soon as the Irish Local Government Bill is withdrawn.
