I beg to ask the Secretary of State for the Home Department whether he has yet decided to allow an independent medical man to examine Dr. Gallagher, alleged to be insane, in Portland Prison; and, if so, whether he will cause the doctor selected to be informed that insanity is hereditary in Gallagher's family?

I have already twice this Session informed the House that this prisoner is reported by the medical officers to be in good bodily health and to exhibit no symptoms of mental unsoundness. There is no reason whatever for allowing an independent medical man to examine him.
