I beg to ask the Secretary of State for War why the Army Pay Department, which is one of the largest Departments in the Army, is unlike all the others in not having a representative at the War Office to administer its affairs?

I am afraid all I can say at present is that the whole constitution of this Department is under consideration, and the suggestion made by my hon. Friend has not been overlooked.
