WEBB (Waterford, W.)I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether His Excellency the Lord Lieutenant, in considering the case of James Handley, aged about 15, now under sentence of death for murder at Wicklow, will take into account the precedents for commutation, on the ground of youth, afforded by the reprieves of Constance Kent many years ago, and of George Davies, aged 16, reprieved in April 1890?
§ MR. MADDEN(who replied) said: The case referred to is under the consideration of the Lord Lieutenant. His Excellency will have regard to all the circumstances of the case before coming to a decision.
