I beg to ask the Postmaster General whether a licence is required for the sale of postage stamps; and whether shopkeepers in rural districts in Ireland, who accept stamps in payment of goods, can sell such stamps?

Under Section 4, Sub-section 1, of the Stamp Duties Management Act, 1891, no person not licensed by the Commissioners of Inland Revenue, except persons employed in post offices, may sell postage stamps to the public. Shopkeepers who accept stamps in payment for goods can therefore sell the stamps to the Post Office only, on the terms given on page 30 of the Post Office Guide.
