My right hon. Friend the First Lord of the Treasury has given notice of his intention on Monday next to move the First Reading of a Bill to give Her Majesty power by Order in Council, during a period to be named in the Order, to prevent the killing of seals by Her Majesty's subjects in the Behring Sea. As the matter is urgent, it will be convenient if the House will permit the Bill to be read a first time to-morrow at 2 o'clock.
