I beg to ask the Under Secretary of State for the Colonies whether Her Majesty's Government will consider the advisability of substituting for the present Paddy Tax in Ceylon a light Land Tax or other impost which, whilst yielding an equal revenue, would press less severely on the poorest class of cultivators?


The subject is being most fully considered by the Secretary of State, but no conclusion has yet been arrived at.
