I beg to ask the Under Secretary of State for the Colonies whether Her Majesty's Government will consider the advisability of substituting for the present Paddy Tax in Ceylon a light Land Tax or other impost which, whilst yielding an equal revenue, would press less severely on the poorest class of cultivators?
