I beg to ask the Chancellor of the Exchequer whether no promotion of clerks to the higher grade of the Second Division, with the exception of a few already in receipt of £250 per annum, has been made; and whether, seeing that such promotion was provided for by the Order in Council issued some 12 months ago, he can say when the question of such promotion, on which he stated on 17th June, 1890, that material progress had been made, is likely to be finally settled?
