In the absence of my right hon. Friend, I have to say the Government do not offer opposition to the Bill.

I hope my hon. Friend will not insist upon his objection. The object of the Bill is to remove certain doubts that have arisen as to the power of certain Public Bodies to appear before the Committee appointed to examine Railway Bills, and without the Bill these bodies are placed in positions of extreme difficulty.
