Member has objected to this Bill being proceeded with after 12 o'clock, but I would appeal to him to withdraw his objection so that the Bill can be read a second time and referred to the Select Committee, to which a Bill of a somewhat similar character has already been referred. By reading it a second time the House will not affirm its principle.
