I beg to ask the First Lord of the Admiralty whether he has received any recommendations from heads of Departments in the Admiralty for the exceptional promotion of Second Division Clerks to the upper grade of that division, as prescribed by the latter part of Clause 6 of the Order in Council of 21st March, 1890; and, what steps have been taken in regard to dealing with such recommendations?
