I beg to ask the Chancellor of the Exchequer whether he can state in what form the application for the present year of the Scottish Equivalent Grant, to be made to Scotland in respect of the grant for free education in England, will be proposed to the House?

By Supplementary Estimate, I think, but I cannot pledge myself.

When will it be laid upon the Table?

MR. GOSCHEN

When the Education Bill is disposed of.

MR. SEXTON

Will it be brought forward as a Supplementary Vote?

MR. GOSCHEN

Yes, Sir.

MR. SEXTON

What is the reason of that?

MR. GOSCHEN

A Resolution would not be sufficient for the disposal of public money. The Government do not think that the three schemes can be carried out by Bill this Session, and therefore they propose to proceed by estimate for Scotland and Ireland. I believe an estimate will be sufficient.
