§ MR. SEXTONThis is a Bill consisting of a clause transferred from the Land Department Bill. The right hon. Gentleman agreed to introduce this as a non-contentious measure, and I have ascertained there is practical, if not absolute, unanimity in favour of the Second Reading. I would urge the right hon. Gentleman at this period of the Session to proceed with the Bill with the utmost diligence through its stages.
