I beg to ask the President of the Local Government Board whether he will lay upon the Table of the House a Copy of the Report of Dr. Ballard, Medical Inspector of the Local Government Board, on the case of Emily Maud Child, who died at Leeds on 1st July, 1889, of vaccino-syphilis?

As I stated recently, in reply to a similar question, it is not the practice of the Local Government Board to give publicity to the Reports of their Inspectors, which have always been regarded as of a confidential character. But I have thought it right to submit this particular Report to the Royal Commission on Vaccination now sitting, and I understand that the Report has been under their consideration, and that the question of the relation of the death to vaccination is still under investigation by the Commission.

Is it not the fact that the Report was submitted to the Commissioners in confidence, and that they have no power to publish it?

MR. RITCHIE

No, Sir. If the Commissioners desire to insert it in their Report they have power to do so.

MR. SUMMERS

The Local Government Board will make no objection?

MR. RITCHIE

No, Sir.
